Version 8.15 includes exact rational arithmetic and polynomial arithmetic. Other features are discussed in the review article. I haven't checked this, but UBASIC is supposed to be available by anonymous ftp from wsmr-simtel20.army.mil and maybe shape.mps.ohio-state.edu.
