Why did you not just contact the author directly and ask him to clarify his relationship with the department? A simple disclaimer (which he would undoubtedly have agreed to) would have prevented the whole sorry affair. Personally, I find it hard to take the petition seriously. It seems to me to be more business-politics BS rather than anything of technical interest. More time and resource wasted in legislation and litigation instead of engineering and innovation. Sigh.
