Subject: Select system speed via program?

Is it possible to write a program to select the system speed, or am I
confined to using the keyboard?  Currently, CTRL-ALT-H and CTRL-ALT-L
switch to high and low speeds.  Is this a function of my AMI BIOS or of
the motherboard?  Any insight would be appreciated.
