    I recently received a file that looked like a LaTeX source file (sort of),
but the extension was .TEXINFO, and the first few lines looked like this:

\input texinfo.tex @c -*- texinfo -*-
@c %**start of header
@setfilename features.info
@settitle Bash Features
@c %**end of header

@setchapternewpage odd
@synindex fn cp
@ifinfo

When I tried to run it through TeX or LaTeX it complained rightfully that I
had no TEXINFO.TEX file, and went crazy. My question is "what is TEXINFO?", 
and "What can I do to process this file?".
