I don't know about you, but, you only find out about that by checking out the school. Bluntly, if someone's stupid enough not to go to a recognized, long established, training facility, that's his/her problem. We have enough semi-competent bureaucrats taking up otherwise useable tax dollars. New Jersey and Pennsylvania have never had a dog board, and I've never heard of guide dogs running amuck in the streets of any of the cities, towns, or hamlets in those two states.
