In actuality, NATO came before the EEC. There is such an entity -- called the CSCE, for Conference for Security and Cooperation in Europe. It will be NATO minus the U.S. and Canada, and will (ideally) perform many of the same functions. I haven't heard much of late about it, but some Europeans feel they don't need the U.S.'s "extended deterrence" anymore.... Time will tell if this beast ever really gets off the ground. -shane
