I'm not sure if you do this, but if you use PLLs you have to regenerate the
BASE50.PLL file with 5.01 for some reason.  (If this is obvious to you, then
sorry for insulting your intelligence;  but I'm aware of how often the obvious
solutions are somewhat apparent until after the fact.)
