The reference(s) you will need are: "Computer Graphics - Graphical Kernel System (GKS) Functional Description," ANSI X3.124-1895 ($50, I think). This includes information on the FORTRAN language binding, which won't help you much with Xgks (if you're using the one off of the X11R4 distribution). You will also need the standard for the C-language binding, but I don't have a reference for that. I don't even know what the status of the standard for the C-language binding is. (The FORTRAN binding is X3.124.1-1985, so I imagine the C version is X3.124.*-1985).
