The pc is meant mostly as a personal desktop machine with not much knowledge in its operating system and bios for talking to a network. That does not mean it is impossible to have ntp on a pc but it should be implemented in terms of using the protocal format for a new pc based time system. Not sure what the circumstances of your attempt are but attempting to port the xntp deamon to the pc environment if just for hardware reasons not to mention operating systems would boarder on insanity. We tried that and showed only that the next way to look is to making a demon for the pc from scratch which uses the ntp format when working on the net. No competent attempt has been made at that.
