There is an encoder built into each genlock, but one all by itself is typically cheaper. Depending on how good of quality you want, you could buy the Commodore A520 (not too good, but cheap), the DigiFeX VIP (quite good, but more expensive) or the Magni 4004 (Excelent, true broadcast quality, but very expensive). Any of these will plug in and give you a standard video signal which you can feed to the VCR. I think if I were in the market for one, I'd get the DigiFeX VIP... It's gives the best signal for the least cost, and has a passthrough for your RGB monitor. You'll have to ask each company about PAL versions...
