The problem I have is when I setup the ftp HOME directory to be anything but "/" the I get an error "425 Can't open data socket (0.0.0.0,0)" whenever I try to do an 'ls' or transfer a file. I can use cd and pwd and they work. I have setup a subdirectory with an etc, bin, shlib, pub, and tmp directories. bin has ls and pwd in it, etc has passwd and group, shlib has a copy of /shlib.
