The way I did it was to open the icon I wanted in ResEdit, use the selector >to select the whole picture, copy, and then pasted it into the get info box. And you can open the Icon file with Resedit (the Icon file should be at the same level as the new Desktop files). In fact, I don't know if you can open the Icon file when running 7.0 (it was impossible to open Desktop file under 6.x.x with Multifinder). This method allows you to change the default icon mask created when you paste the picture into Get Info box, especially if your icon is not a closed line picture.
