I have an RS6000/530 running 3004.  If the power goes out or if you power up the unit it does not allow telnets or rlogins.  If you do an /etc/reboot on the system everything works right. All required processed seem to be running both after power up and after reboot.

Has anyone ever had this happen? Is there a solution? Is this just another IBM "feature"?
