Subject: Problems with PCMAG Win Programs

I have had problems with both of the last 2 PCMag Win3 utilities, downloaded
from either Cica or Simtel:
 
PROGSET does not allow me to modify any of the contents of the headings in
        WIN.INI. I can delete a heading and manipulate the file extension
        associations just fine, though.
 
WINSAVER when I load it displays its icon then the hourglass indefinately, as
         if in an infinate loop.
 
I run a 286-20 with 4 Megs, Hyperdisk 4.21, ATM 1.1, and other resident programs in Windows.  Eliminating these things have no effect.  Are these programs
basicly flawed?
