We are trying to get emacs and the Meta key to work inside a OW
cmdtool/shelltool window.

The meta key works in a SWunView shelltool, inside xterm, and works
as a stand-alone client. When we try

	cmdtool emacs -nw &

the Meta key does not work. Is this a bug in cmdtool/shelltool?
Does someone have a patch?
