I have experienced this on two flights; one in Europe (Milano-Copenhagen I believe); that was the case where they would not even let onboard a wire-bound walkie-talkie lookalike. On a recent (March 91) flight on American Airlines I asked the check-in representatives about my 144 MHz ham handietalkie; they said I could take it onboard only if I put it in the check-in luggage.
