I've run the standard Remex exchange program from Rabiner and Gold, and
computed the coefficients required for a 48->44.1 filter (all 13001 of them).
(I increased the program limits, and changed a few more things to double
precision to help convergence.)

This particular filter is +- 0.09 db to 20 KHz, and >100 db down at 22.05
KHz and higher.  I'll try for a still better filter later.
