If this header is present in a message that bounces at an smail3 site, the error notification will not include the message body. This can save a lot of bandwidth. In our case, it *has* saved a lot of bandwidth - there are a surprising number of MBAS' that insist on replying to the envelope from address, rather than to the From: or Reply-To: headers. Despite the fact that we do the correct transformation in the envelope when gatewaying from uucp to smtp, downstream sites invariably mung this stuff up, with the result that the reply gets to the site one hop away from the destination, and then bounces dues to a !@ precedence disagreement. Ugh! It would also be possible to reroute mail around expensive links based on the Class: header.
