If your FTP does this then I suggest you have a looong chat with
your OS vendor.

But you do have to run it twice if you forgot to say "ascii". UUCP runs
on more then just Unix these days. And I have yet to find a uucp that
supports the -ascii option :-)

Huh? Where do you think (working) uucp over tcp was first implemented?
