HDB uucp is property of AT&T Unix Systems Labs. and as such you must be a source licensee (~$3500 Academic license, $50K-$150K commercial), to have legitimate access to them. most other Unix uucp's are also covered under the same conditions. i believe there is a BSD version coming, but it still has portions of AT&T code in it, so it is not freely available.
