Norton Utilities 5.0 has a program called Disktool that safe low-level
formats 1.2M, 1.44M, and 360kb disks.  If I'm not mistaken, there
is also a program in version 4.5 that does this. I could be wrong
though.  Version 5.0 doesn't provide rotational timing information.
