I suspect that this kind of journal is a difficult thing to put out, period. There are quite a few articles, at least in AW Tech Journal, by people who really do know what they're talking about. The main reason is that AW went out, hunted these people down, and convinced them to write. At least, that's how they got me to do an article. Plain old generic rags can do a decent job with staff writers, but if you're writing for the experts, that writing has to be done by the experts.
