As near as I can tell he was asking if the Memory Manager kept the its pointers in bank 0 so that it could use direct Indirect addressing to resolve them. I haven't used German in a number of years, and never used Dutch, so this is just a guess of course. I might point out that there are number of different countries served by this network, it is not inconceivable that non-English speaking will ask questions.
