This is a nifty little utility from PC Magazine, which I use in my
autoexec.bat file. Syntax:
                              LOX [[- +]ICNS]

For example, to turn on Insert mode & Caps, and turn off Num-lock &
Scroll-lock..

        LOX +IC-NS
