RTFRN (release notes) section 1.3.4

some of the layered products think they need 4.0 and don't know about
4.1 so

  touch ` echo $i | sed -e 's/410/400/' | sed -e 's/lk$/scp/' `

# chmod 744 U*400.scp

in /usr/etc/subsets as root

in other words lie to the stupid thing
