In fairness, Lockheed claims that this was because blanks in the deal
marked "to be filled in with something reasonable" were filled in with
something very unreasonable, making it necessary to redesign the bird
extensively to meet unexpectedly-harsh specs.  The full story is not
yet available, since Lockheed and the USN are still battling over the
details of who is responsible.
