RAIMA corporation does all the above with the possible exception of Borland
C++.  I know they support Zortech C++ though.

I own some of their products, I'm not entirely pleased but it's better than
any other database I have worked with (my experience is limited in this 
regard).  Tech support is free and good.  BBS is available too.
