PROTMAN.DOS is a very strange driver in that there is only a little piece of the code down low in DOS. The rest has been moved to high memory but that memory is not owned by anyone and it can be overwritten. 4dos is probably overwriting that code which means when NETBIND.EXE calls PROTMAN it will hang.
