This doesn't add up; 1660x1200 (or x 1280) on a 19" monitor isn't anything close to 400 dpi; 4k x 3k on a 19" is only about 300 dpi. (If it's the latter you're looking for, a company called Megascan makes a display system at this resolution, but I am not aware of any support for it by any major workstation manufacturer.
