Before throwing it away, use it to learn about the system folder (cf 10 lines
below).

Ballon Help on the Startup Items Folder:

"Startup Items Folder

 To have an item open
 automatically when you
 start up your computer,
 put it in this folder"

It could be a little clearer but it gives hints on the purpose of the folder.
