The description of \hline of page 184 of the LaTeX's User's Guide and
Reference Manual states:

   ... Two \hline commands in succession leave a space between the lines;
   vertical rules produced by | characters in the cols argument do not
   appear in this space.

How do I get the vertical rules to appears in the space between lines?
