This was answered ably in comp.graphics, but just a quick note here.

You want GPC, Graphics Perfromance Characterization.  The first GPC
Quarterly report just came out.

It is basically an interpretter that allows one to model one's own
application to test perfromance of the operations you care about.
There are also some standard tests for 2D, 3D wirefrane and 3D shaded.
