According to Archie (the internet database at quiche.cs.mcgill.ca),
the SCSICNTL program can be found at the sites listed below.  You can
easily search for these and other programs by telnet-ing to 
quiche.cs.mcgill.ca and logging in with the name 'archie'.  On-line 
help is provided.

Of course the latest releases are likely to be found on the
adaptex anon-uucp machine...
