I am looking for tools that can help out with merging of
code stored in multiple branches under SCCS. We have a
large body of such code, consisting of thousands of files,
and any help with merging would be an improvement over the
present situation.

I would prefer tools that are in the public domain or can
be had for relatively low cost, but I want to know about
more expensive items as well.
