Seemingly they have been reduced to a maximum speed of 25 MHz to increase the chip yield. I have read similar reports from other sources so I guess this is true. The article then goes on to say that the maximum clock period from MEMC has been reduced from 10000 ns to 250 ns rendering the chips useless in Arcs.
