On Sys7, 1M=1024K, not 1000K. Therefore, 98M=100,000K. The first part is something that I have noticed a lot with Apple's Formatter. For whatever reason, you get more disk space when you use SilverLining or some other non-Apple driver. I don't know why Apple won't use the entire disk. Seems lame to me, but then again Apple has never been known for making the BEST software, just SOME software.
