The Dialog for the "Magic" System Folder is there because the behavior of that particular folder is different than any other folder. Things dropped on the System Folder may (depending on their type) be moved into other folders, instead of just being placed directly within the system folder. The System File, on the other hand, behaves very much like a normal folder: Fonts & Sounds dropped on the System File go directly into it, and are not redirected into any other folder.
