I agree Applicon's great, but if you mean it should be _part_ of the system, I must disagree. Maybe it should be included with the distribution to add if you want it, but definitely not included in the System / Finder. It's big enough already. Wherever possible, inits should be replaced by mini-applications like this one. I like to extend the functionality of my machine, but I also like to be able to turn off the extras when I need the RAM they occupy, or they conflict with something, and turn them on again when I need them - without restarting.
