When an application creates new base windows after the sticky bit has been set, the new windows are *not* sticky, and I think they should be. The particular case that effects me is mailtool. This mail interface puts up a new base window for displaying the mail, and another for each item of mail I am composing. If I make mailtool sticky before displaying any mail, the display window is NOT sticky, and the compose windows are NEVER sticky.
