Willie, you state that the postal regulations forbid the sighted
from mailing under the "free matter" definition. As this could
include braille to a blind person, I say go ahead and do it, but do
it in an acceptable area. Prove that a sighted person mailed it.
The communication between blind and sighted must not be discouraged
by this rule. In Canada the scope is wider. Will print it later as
it is in my car at the moment. TTYL Bill
