An arbitrary doubling of news volume, as happens when there's a flood of old articles, is intolerable. If the site at fault were to fail to correct such a problem, it would be cut off by its neighbors. The "guarantee" that postings will be propagated is one that's made by news software writers and sytem managers who maintain their systems in conformance with RFC1036, which defers to RFC822 as the authority for date formats.
