RFC822 comments are legal in RFC1036 date headers.  Section 2.1.2 of
RFC1036 states two requirements on the date format:

1) It must be acceptable (conform) to RFC822

2) It must be acceptable to the getdate(3) routine "that is provided
with the Usenet software."  (From the date of issue of the RFC, this
must refer to B-news.)

RFC822 comments pass both tests.  If you disagree, please cite chapter
and verse.
