I would suggest HyperWriter from Ntergaid. The company also makes a version of their product that is either shareware or public domain called Black Magic. There is no runtime fee for HyperWriter applications and their technical support is good. If you use a software carousel type program, on a PC with several MB of RAM, you can partition the memory into several 640K partitions so that that hypertext application is already loaded in one partition, and a rule-base which is part of your application is loaded in another one.
