Disk quotas are part of the CMU Mach release since they are part of the BSD file system. Quotas are not part of the Encore release since we didn't expend the effort to parallelize them. It is certainly possible for someone (with our source and with the appropriate amount of experience) to paralleize the quota code, but it won't be a trivial effort. Encore *did* parallelize the quota code for OSF/1, but even if you have that code it won't help you with the Encore Mach release.
