I can't answer where you would hook your site to - in Egypt, there may be a university that has usenet access. In Nepal, it was suggested that since the internal phone connections are good, you would need an infor- mation/connection vendor - perhaps the phone company, or a UUNET-like organization. They would have to decide on billing arrangements.
