Not quite true. 1.1 will work "out of the box", but 1.0.1 works perfectly well if you do this: Put MacTCP out in the System Folder itself instead of in the Extensions folder where the Installer thinks it should go. Make an alias of MacTCP and put the alias in the Control Panels folder so you can control it. Voila!
