If you're running NCSA Telnet, it will look for the config.tel file in the same folder that the application resides. The only thing I had to change when converting from system 6.0.7 to system 7 was the default font. Under 6.0.7 I was using the Monaco font at point size 12. When system 7 was installed, the session window overran the right edge of the screen so I ended up switching to Courier.
