I often find myself with a planet that has been terraformed and mined, off in a corner of the galaxy (or in the very center of my area of control) where I don't care to build ships. It would be quite nice to have the amount of $$$ spent on that planet stay exactly what is necessary to support it on each turn, shrinking to $0 as the planet's need drops to $0.
