[ more..... My first guess is that you are running screen peace and have the random wallpaper area checked. This will cause random wallpaper to be displayed each time you restart windows, and it changes your win.ini setting to do this. Otherwise, look for some other utility that you run that may do this, there are a few. Usually they're screen blankers. I seriously doubt that it's Windows doing this.
