I'm from Illinois, and my roommate at college is from Minnesota. He's selling a couple of firearms: a .25-06 rifle and a .45 Government Model pistol. I'd like to purchase these guns, but I'm unsure as to whether they can be transfered from a resident of one state to a resident of another state without violating federal firearms laws. If this transfer can indeed take place: a) Must the transfer occur through an FFL-holder? Do we need an FFL-holder in each state? b) If an FFL-holder is not required, do any forms need to be filed with any government agencies? Or is the transfer simply an undocumented transaction between two individuals? c) As an Illinois resident, am I bound, upon buying these guns, to register the weapons with any authorities here? Or may I simply take possession of the weapons, and not worry about notifying any Illinois authorities of my ownership of the weapons? Obviously, I would prefer to hear that this transfer can be done neatly and simply without a lot of governmental red-tape, and also without registration, because we all know that *REGISTRATION LEADS TO CONFISCATION* Ah, but I digress...
